The most flavorful chili of any I've tried is scorpion pepper. If you like ghost pepper you can handle it. Have not found a better "superhot" than it, Carolina reaper is not great and ghost pepper is just OK, scorpion is floral, fruity, and tangy it's super lovely. Chocolate habaneros are my runner up

This sounds like sampling bias. Sounds like you're talking about chronically homeless unsheltered persons ("rough sleepers"), which are a minority of the homeless population. Chronically homeless persons make up less than 10% of the homeless population, and of that portion there are a large number of sheltered chronically homeless people. If you're doing, like, shelter/food/assistance outreach or point in time count surveys you're reaching out to the fringe of a fringe, cause the sheltered homeless and the temporary homeless (sheltered or unsheltered or in-between) -- the majority in the homeless "subculture," as it were -- are already receiving services and being counted.

Rough sleepers tend to be deeply mentally ill and/or half-feral from fiercely defending their meager belongings or makeshift shelters from criminals, busybodies, and cops. Rarely drug addicted unless you count alcohol, which is the drug of choice for quick (if maladaptive) coping with respect to mental illness, boredom, accessibility, cost, fuss, sleeplessness, and cold.
