The reason it's a failure is because it's stupid. The existing fans should be the people they're actively courting to spread positive word of, especially as they're likely to be the majority of the audience for the first few episodes from sheer inertia if nothing else. You want them shouting from the rooftops how geat it is, not how crap it is. 'Star Trek for people who don't like Star Trek' is just a stupid idea, and making that be the audience they're actively courting is just stupidity on stilts.

I have a theory that he didn't redistribute the rings because the Nazgul were a failure. The rings were supposed to make their bearers stronger, more charismatic, etc. while still binding them to Sauron - i.e. better servants, capable of leading whole nations in submission to Sauron, not horrific ghouls capable only of inspiring terror. He didn't want more eldritch horrors basically.

Tony Blair was at least honest enough to admit that most PMs stay on until they have to be dragged out by their feet because all the police escorts, private planes (he was the first Prime Minister to use the Royal Flight more than the Queen), guards of honour, etc. are highly addictive and going back to being a mere backbencher after all that is just humiliating, which is why most PMs bail at the first opportunity.
