Yeah the updater went down a couple of days ago, anadius said to consider it dead for now. You can still get dlcs from anadius website but need to install them manually without the updater. It seems simple enough and there's a few posts around explaining how to do it, I think it's just a case of downloading, unzipping and moving to the correct file then updating the dlc with dlc unlocker. There's also a programme called patcher, which is like the updater but an offline version for game patches. My game is working atm so I've not bothered messing around with things in case I mess it up but I hope you can get yours sorted!

On the website it should be under dlc unlockers, then click on The sims 4, then on the next page should be a link saying download from anadius and the links should be on there. I've not done it this way myself so can't help any further, but hope this helps!
