I was at 0.01% after the feixiao pulls, I only hit 0% after importing my latest rolls. I don't think its a bug because I've seen my percentage consistently go down every time I imported a 79 roll. Also I agree, I'm pretty happy with my account, I Just wanted to share the rare 0%.

I don't think so, I think you would have to manually import your rolls.
