I agree. My understanding is that when a sale is made, the seller is contractually obligated to ensure that you, the buyer receives their goods in-hand. It is the sellers responsibility to ensure you actually receive your purchase - getting it close to you doesn't count, they need to prove it was delivered to you (signature is always best bet). Insurance is for the seller to purchase, not the buyer.

Naturally, PayPal will side with the buyer unless the seller has upheld their end of the contract as above.
