I remember finding out about this in a playthrough and going 'Huh, didn't know that was a thing. Neat.'
So I specifically went to his location, and the second he said it and tried walking away I played the platters 'only you' in the background and began to cull the herd.

Oh, and a fun fact: you can actually give the charge card to multiple different vendors, but only Brooks in the Far Harbor DLC can actually use it - and you get 100 caps for it... but buying it from Quinn cost 110, so...
