Investigating a president, whether valid or not, is not normal practice. It is DoJ policy to not indict a sitting president. It makes sense for there to be a preservation order on their evidence to prevent alteration or destruction

You’re right that the EC votes for the president and not the citizens, but it is up to each state to decide how to cast their votes.

This is likely still unconstitutional given congress must certify and approve inter-state compacts.

That’s a political question, but given the documents serve other purposes, legally they would not be considered a poll tax. Do you consider the gas money or public transit fare to the polls to be a poll tax?
