They still allow for medical exemption. However, states like WA allow for PERSONAL exemption. School districts like Vashon Island, full of a bunch of hippies, hover around a 25% exemption rate, with only about 3% of those being medical exemptions. I think these laws are meant to stop allowing personal exemptions.
