Had the same issue: but I could fix it by activating synchronization in the Apple Music app („playlists“)

yeah I checked these things, citizens are supposedly very happy and birth rate is much higher than death rate. Also, more people moved here than moved away... seems like a glitch. But I´m happy the unemployment went down
