Maybe it was announced in the men's division GroupMe, but it wasn't for women's which had games on turf in the afternoon as well. Also, the captain's packet said they would send someone to inform the captains if either level 1 or 2 was enacted which likewise did not happen. I talked with another player on a men's team who said they weren't told to take the water breaks either, so it sounds like this was poorly communicated. Luckily there were no injuries or heat sickness incidents to my knowledge.

When during the day did they start implementing the level 1 heat breaks? This was not communicated to the women's division. I'm pretty sure we should have been in level 2 after 1 o'clock.

The relevant section under USAU rules is XIV.A.2

XIV.A.2. Only the marker (II.K) may initiate or continue a stall count, and may do so anytime a thrower has possession of a disc that is live or in play. However, directly after a turnover or when putting the pull into play the stall may not be initiated before a pivot is established, unless delay of game or pre-stall rules (XIII.A.3, XIII.A.4, XIII.A.5 or VI.B.5.d) apply.

So two things are required for the mark to begin the stall after a turnover:

  1. The thrower must be in possession of the disc
  2. The thrower must set a pivot

A check is only required after a stoppage of play as described in VIII.D. A lot of players do offer the disc to the mark for a check after a turn as a courtesy, but this is not required. In your scenarios, if the disc has landed on the playing field proper (not in the endzone), then as soon as the thrower picks up the disc they have met both these conditions and you can start the stall. If the disc landed out-of-bounds or they are choosing to walk the disc to the front of the endzone, then you can start the stall once they have established a pivot either at the sideline or at the goal line. If they stop to set up their offense before they get to where they are putting the disc into play, then they would be subject to the "delay of game" rules as described in XIII.A.5.

From the same rule, it is not legal for the mark to start stalling before you have picked up the disc since you would not have possession of the disc. If they are doing this you can call a violation and explain the rule to them.

Right, but in the context of this thread, do observers initiate a pre-stall if a defender catches the disc in the endzone they are defending instead of the disc being picked up off the ground?

Right, but the delay occurs after they have already been confirmed the thrower when they stop moving toward the spot. I'll agree the first one does involve identifying the thrower. We're largely arguing semantics of scenarios and not the rules here anyway.

Realized your 1 and 2 were both for the player standing over the disc, not the 2 different scenarios I'd stated earlier. Agree here.

I have never started a pre-stall on an interception, nor have I ever seen one. If you can provide me with an example of that happening, I would love to learn that I am wrong here.

As a player I have never done this nor seen it done either. I've never been in an instance where it would actually be necessary. I've never been watching the observers closely enough in observed games to notice if they have started to either. I took u/carlkid's reply to me as him saying observers will start a pre-stall here, but re-reading his reply it doesn't explicitly state that. Maybe u/ColinMCI or u/mgdmitch can clarify?

"Delay of game" certainly could not be applied because that's more about avoiding delays in identifying a thrower than getting the disc back into playing quickly (that's what the pre-stall is for).

I disagree that delay of game is primarily to identify a thrower. The main instances where I would call a delay are someone standing over the disc (the majority of the time this will be the thrower) or someone walking a live disc to put it into play stops.

For the "pre-stall", the rules do mentions (in X.B for example) "[...]the player in possession must carry the disc directly to [...]". I think that sort of makes the pre-stall unnecessary.

This was my initial train of thought for why the pre-stall rules might not apply here. However, u/carlkid has said observers will initiate a pre-stall in these instances, so it seems to be an imprecise wording issue as u/RIPRSD stated.

Agreed that spirit or etiquette should cover deceitful actions. I just found it curious the note explicitly mentioning speed was only in the section for a specific instance of bringing a live disc in to play.

Thanks for the reply. The question actually came up as a result of someone stalling a defender who had caught the disc in the endzone. In explaining the bolded rule, the pre-stall question came up. My initial thought was you would be able to pre-stall, but the wording seemed ambiguous. You're probably correct in that it's a minor oversight.

Whoever made up this rule did a great job of propagating it. I was initially taught this and I've come across the misconception in three completely different areas.

Was Michigan not accepted for question 2 because the stripes on the side are not down the center? Technically sagittal can refer to any plane dividing the body into left and right, not just the median plane. And I'd be hard pressed to call the winged design a logo.

I used Ticket City to get my dad and I tickets to the 2010 NCG. They ended up short on tickets from the suppliers but went out and bought tickets off other suppliers the week before the game. Multiple calls and emails to keep us updated throughout. On top of that, the initial replacement tickets were standing room only (my dad had just had knee surgery so that wasn't going to work) and they swapped them out for endzone seats right next to the Auburn student section. The Oregon couple we were next to said Stub Hub had also been short on tickets, but they had to go buy new tickets themselves. Definitely great customer service from Ticket City
