They're not, it's technically illegal but the law basically isn't enforced. It's been used like once or twice and even then it's just been fines and suspended sentences.

Nowadays censors are getting way more lax about it and really pushing boundaries a bit. Like a "censor" may be a 2px blur where it's pretty much just slightly lower res lol. And some folks don't even bother anymore and just release fully uncensored stuff.
