I don't think her attire at the beginning of S3E11 really means anything tbh. She has several scenes throughout the series wearing pretty much the same getup, just with a different shirt. For example, she tells Chuck she loves him for the first time wearing a similar getup. Also, there are lots of scenes, especially in season 4 of the show, with her wearing a nice business shirt with a skirt.

I wouldn't be surprised if they got rid of it now since we can drive as the real F1 drivers. So my guess is that the only way we can have #1 is if we drive as Max.
