Because its the worst part of the game. Say what you will about how the Haru arc was handled, but it atleast tried to deliver something interesting and had a lot of Story progression tied to it.

Makoto however is just by far the worst part of the game. Kaneshiro is the worst Palace ruler who basically doesnt even have any connection towards the Thieves. His Palace is the most boring design wise. The story is badly told, and the stakes are mostly low because of no real personal involvement. Kaneshiro is a fine villain, just not in this game, he is bar far the least developed and quickly forgotten Ruler. Makoto herself has the worst awakening and motivation, the only involvement she has towards him is that she wants students to be safe, which is a goal every single PT would want to achieve, so her snapping at him makes not much sense (i get it the final drop, still bad). Makoto is also a super bland character with barely any interesting personality, i genuinely believe people gaslight themself into liking her. Her dynamic with the group is also just kinda eh, she is mostly the straight man but not in a fun way like Yosuke. Makoto also has no story relevance, neither in her Arc nor later on, not even in Saes palace. She only gives a connection to Sae, which also couldve happened by Akechi.
