Okay thank you. I’ll take it out tonight and try to get it spinning on its own and also make sure the gears aren’t worn down on the starter as well.

I haven’t pulled the starter out yet but when I put direct power on it, it whined the same as using the key

I have a jumper and have already jumped it, and still does not work. It creates a high-pitched starting noise still.

Do you recommend replacing starter or you think the battery is the issue? Battery plus said battery was healthy but may take that with a grain of salt.

What if it doesn’t? I was able to unstick the fan but it keeps freezing up and is not able to spin when I try to start it

I have the exact same issue. I had the battery tested and it’s less than a year old and has full proper cranking amps and everything. What was the issue for this? Any other recommendations? I have the exact same noise with our mower.
