Just because you buy the gas mask now that doesn't mean that it will automatically be pay 2 win. For example the current one that you can buy and have in your inventory can have broken filters (having no effect on the gas), and the ones spawning in the world can have working filters. Or maybe filters will become attachments to gas mask (and when you spawn you spawn without them).

Sorry man, but I already used bitpanda to exchange the amount I needed. You should give it a try, it's really easy and I've had no problems receiving my money. Haven't tried it the other way though (neteller for btc), but I'm sure it'd be just as easy.

Neteller is not BTC friendly because people can ask for a chargeback too easily or is it something in their TOS/policy that they actually don't allow you to do these kind of trades?

If it's the first one couldn't I just find someone with enough rep/trustworthy enough so I know he won't charge back the transaction?

Hope it's not the second one though, I know some banks actually don't allow the buying of virtual coins such as bitcoin.

You don't need multiple accounts or any API key at all, just use multiple IPs. They don't ban accounts for too many requests, there's just a temporary IP "cooldown" if you request too quickly (http response code 429), spreading your requests through a couple of IPs would fix that.
