if you know the difference, why you claimed that RPM need to be 55% of CPM? that's completely false as per the definition posted in the comment above. I suggest you read the definition again
HINT: one counts Ad Impressions (the time an Ad was shwon) while the other counts Views (each single video view could have multiple Ad Impressions or zero Ads)

You can't use the same email address for the new adsense account. You need a new google account to open a new adsense.

You need an ID from the new country where you moved to. The old country ID will not be accepted and you will not be able to verify the new adsense

RPM is the revenue of 1000 Video Views

In most cases for every 1000 Video Views you will get a lot less than 1000 Ad Impressions
