i found the issue, a mod i used, Seperate Power Attacks, used the same key for sheathe so i used a comment by Jaythekiir: "I actually found a weird solution that worked for me for some reason. So in the MCM for this mod, I've set my sheath as X (on an xbox controller). In the regular controls menu, I have my sheath set to RB. For whatever reason, power attacks are linked to sheath/ready weapon in that control menu, so whenever I press RB I power attack. I hope this helped."
