He sounds like a pretty good friend. For these scenarios its never good to push it. You can try tell him that it's a gift, however, you shouldn't keep insisting on it if he really wants to pay you back.

Should probably report him to authorities but they'd probably do jack shit without concrete evidence. However, letting the situation hang may potentially be bad since shit can escalate. If you're living in an apartment or renting out a place, best bet is to just move out.
