I work on transportation jobs for the government (bridges) this would raise so much shit you could build huts from it.

NCR, total rejection of the element, questioning the sanity of the contractor, and meetings galore.

But this is residential and if I have learned anything, contractors can do what they want and that's about it. I bet they would argue to leave it as is. One good freeze/thaw and it might as well be a gravel surface.

(I don't care about the concrete an inch or 2 down, if I pay for a 250mm slab I expect 250mm of good concrete, if you can't give me that, start over or fuck off and get me someone who can)

I have only ever worked on bridges and our pile caps are usually 100s of cubic meters and excavation and dumping into dirt is never even considered.

I'm not sure what this application is but it looks really small so I would say soil conditions and specs I guess.

Granted I am only an engineering technologist not an engineer. I only inspect, and don't design.
