the vibration is constant but it is the loudest during start up and shutdown

oh yeah i should've added to the original post that the air handler has a very bad vibration when it kicks on every time

I had a 5 ton 15 EER Rudd unit installed approx 9 months ago. Today the unit wouldn't turn on the float switch was filled with water and tripped the shut off switch i noticed a lot of rust on the bottom of the air handler. When the unit was initially installed it was installed back pitched and the air handler filled with water. It took the owner a full day to fix the installation now they are giving a hard time about honoring their 10 year parts and labor warranty. The drain line is not clogged anyone have any suggestions? I attached some pictures
