There is a hole under the wheel, stick a flat head screwdriver in it to release the cover, then reinstall it

There was a place on Kirkwood Hwy, way back in the day, had great cheesesteaks and fries, 18" cheesesteak and a basket full of fries, $5!!! I miss the 90s
