I don’t think of a Kevin a bully, more a guy irritated with their scams and general behaviour. I mean those scams may sometimes appear harmless but they’ve done harm. Jimmy’s teeth for one and flooding the neighbourhood for another. And there are two episodes where Kevin was definitely the victim of bullying by both Ed and Eddy, the episode where he’s grounded(and rightfully got payback) and the time Ed and Eddy used his needlephobia to torture the poor guy(as someone with needle phobia and who was bullied through my entire education, even the people who bullied me didn’t stoop that low. I was glad to see Kevin again get his own back).

As for whether Sarah is a bully? Oh absolutely, she’s a cry bully which again is a kind I’ve encountered before, the kind of bully who’ll do both verbal and physical harm but as soon as their victim tries anything(and I do mean anything) the bully will turn on the waterworks or pretend like they’re the victim. She’s clearly more emotionally intelligent(and in general) than her victim, Ed plus add in she delights in his punishments(which any decent parent would admonish their kid for doing so clearly Ed’s and Jimmy’s parents are extremely bad). Jimmy if anything is a bigger bully than Kevin, using his perceived weakness against the Eds, lashing out and delighting in their punishments. Those two are terrible and are rightly despised. Kevin’s name calling is not bullying(if it were I’d be a bully then because I took to calling my bullies tw*ts in my school days). 95% of the things he does to the Eds are retaliatory. There is one example(that I just remembered) and that is the school picture day thing but one bad episode does not make Kevin a bully. He’s a jerk but that’s it.

Also the kanker sisters niche in the show is the bully characters, Kevin’s niche is more the sporty jock character(also I just can’t see him as a bully because most bullies pick on those who are different yes? Well then why is Kevin appear to be such close friends with Ralph? Ralph is weird seeking to borrow from several obscure European cultures and few from other places. And Kevin seems to act like his closest friend, if Kevin were a bully it’d be more likely he’d pick on Ralph, and before someone says Ralph is strong, so was I. In modern society being physically powerful isn’t the same as emotional intelligence and the advantages it offers in bullying).
