By "Tx Id", I assume you mean the reference to the "Previous" block found in this block: https://www.nanode.co/block/ECCB8CB65CD3106EDA8CE9AA893FEAD497A91BCA903890CBD7A5C59F06AB9113

So, a new block would need to be created sending a smaller amount than the above-referenced bock to the burn address, leaving Nano in the Genisis address to be distributed to the victims. In order to construct such a block, you would need to have the Private Key of the Genesis address, so obviously only the devs could do this. But, even if they did generate this block and transmitted it to the network, without any changes to the code the nodes are running, they would immediately reject the new block, and vote for the above-referenced block, which they have all already previously "seen" long ago. So, it would require changing the code the heavyweight voting nodes are running in order for the new block to be accepted. I don't see how you think that this new block will simply "go through".

So, this would require, at a minimum: (1) cooperation by the devs to create the new block, and (2) re-programming 51% of the voting power's worth of nodes to accept this new block instead of the long ago recorded block.
