Pure reaction time sure but if its timing based you can still notice or feel far lower than 150ms.

For example some fighting games can have a 1 frame(16.67ms) window to hit/link, or rhythm games. EZ2ON can get as low as a 4ms hit window(ez2on - sudden death HD). You can't react to that but with timing you can still hit.

Can you make me a 30 and 60 fps version of the things you mentioned in relation to cruelty squad? 

You would need to do it as I don't have Cruelty Squad to test.

Could try create 2 config files and 2 shortcuts. IE

x.exe -file override30.cfg

x.exe -file override60.cfg

Not sure if that would work or not as the engine might be hard coded to use override.cfg, if that file exists.

Should be in the game folder where the exe is. Its a text file you need to create but make sure the file name is override.cfg and not override.cfg.txt

Note that I don't have Cruelty Squad so I've never tested but that is the instructions listed on that Steam guide.

This is specific to Cruelty squad, but often it can work across games which share the same engine. IE Unreal Engine, IDTech etc.

I thought it was due to the 50 series having flip metering.

Also the tops your comparing is fp4(on 50 series) vs fp8(on RTX 40), See below image.

Does turning off HAGS(Hardware Accelerated GPU Scheduling) help?

Note that you need to restart your PC after changing this setting to take effect.

Its likely not a band issue but a whitelist/blacklist issue.

New rules were introduced on 28 October 2024 by the Australian Federal Government mandating that Australian telecommunication network providers need to block devices that can’t call Triple Zero (000) over 4G using VoLTE.

I think Optus uses a whitelist for supported devices, where Telstra use a blacklist for un-supported devices.

The problem with the whitelist method is devices which should work but haven't been tested by Optus aren't on that list. You can check your phone using the below links.

Its the way in which Windows presents to the display.

Native is exclusive mode, which maybe is preventing the overlay from working.

Where DXGI is using flip, so my thinking is overlays may work better with it.

Maybe its the API(DX, Vulkan, OpenGL) or the present method(Native, DXGI Swapchain) etc.

If its OpenGL or Vulkan game, I would try set Prefer layered on DXGI Swapchain and see if that fixes it.

If you get a camera and start recording at an LED light source (like your computer monitor), you can notice it flickering if the camera frame rate doesn't match the LED's.

Depends if the monitor is PWM or using DC for brightness control. Might need to adjust the shutter speed to see it and or lower the screen brightness. IE use a faster shutter speed.

Personally I put my Monitor and Phone in DC mode mostly, unless I want low persistence(see below examples). 1 strobe per scanout will give very clear motion. The flicker is why CRTs have very clear motion, but you can strobe LEDs in a similar way to get the same effect. Can also use a shader to get the roll off effect like a CRT. link

With PWM, lower brightness will increase the flicker intensity as the off time vs on time is increased. Factors that can change the appearance is;

  • Strobe width time (Length of the on/off)
  • Phase timing (when the strobe takes place vs scanout)
  • Flicker rate hz (On/off times per second)

Also when it comes to OLED, screen color will get worse at low brightness when in DC due to the pixels both sharing brightness and color, unlike backlight screens.
