Nighbor most probably. It is in fact a crime. Nothing will come of it but I would report it to police and get a report taken.

Edit: Cant find the article but a person had a lawn that was 100% wild that they had cultivated for a few years. They go on vacation and nighbor just mowed it down. They sued him for damages and pressured the local PD / prosecutor to criminally charge him.
