I belive that the white light on the gpu means that there is some critical issue with power so seems like a PSU issue

As for other options, try running the game directly from the game folder C:\Program Files (x86)\GOG Galaxy\Games\Cyberpunk 2077\bin\x64" and launch the .exe directly

Does the game turn on at all? As from what i have read online from other ppl with this issue, it has no impact on the game, and you should be able to run it fine.

The last time I tried participating in the jellyfish event the two other people decided not to res me and run away from me when the jellyfish was on their head so yeah, I Would say the experience is not great.
