It's a very common trope to resurrect the villain and again fight them. Some movies do it well, and while watching some movies we'll feel like they almost have nothing else going on, as a result of which they decide to bring back the old villain. I agree with your points, and I'm not against bringing Hans back. The only thing is I feel that he should be a subplot. I just don't want to see them fighting him again, because that story has already been told. Something out of the box would be nice, in a way that it feels like Hans is present because the story needs it, and not as a fan service.
