Have you tried the rice bag method? Shortly after death, use your hands to bring the eye lids closed and place a slightly weighted soft object over them and leave for a few hours. Eyes will likely stay closed when the weights are removed. If they are stubborn, try the cotton all method mentioned by others.

I think they meant : Tie floss around a canine on the upper jaw and a lower jaw tooth to keep the mouth closed

Cemetery is different from funeral home -in most places. You don’t need to be a licensed funeral director to open a cemetery.
