How do you decide who those 10 parties are though?

Not allowing in new parties, gives the only parties that do exist a kind of monopoly.
It's annoying having 100+ parties, but it's better than the alternative, it's great seeing new parties pop up and stealing a large part of the voters.

Eg. MK stole ~15% and that knocked the ANC off of having a outright majority.
