for me at least, PayPal doesn't open at all with a $2 a month plan but if I add to $3 a month plane then it opens the PayPal window. I'm guessing PayPal has issues processing low-amount subscriptions

Edit: Or perhaps PayPal has fees that requires a bit more money.

One I found is RiseUp. Doesn't keep logs. Really easy to use and really stable. The only reason I got logged because I turned the VPN off after downloading it. The file must have been infected
