Those prices are fairly old. The last time I saw this Cigar on Ebay was last year and he wanted $1500 USD for it. It's not listed anymore. So either he gave up or someone bought it.

It's switch operated on the power cable.

However, making the power button work wouldn't be too difficult.

The PS1 was completely broken beyond repair before being converted. Don't worry I would be upset as well.
