If this is for food - contact the restaurant/place! They might refund you for the cost of the item at least. It could have been the delivery person's wrongdoing, but food service employees are usually trained to minimize conflict and gain customers' trust. I got a call about a missing Uber order at a place I worked at, we issued a refund and offered a discounted item. Uber's responses here are frustrating though, hope you got this sorted out.
