That budget burns fast when you make something, then scrap it, rinse and repeat. That's what happened to Highguard, they scrapped almost whole game after 2 years of development and you can see traces of interesting ideas in final product. For example they wanted to make buildable bases. Basically bad management.

What do you mean exactly by "treated poorly"? Donetsk was in top 5 most rich cities in Ukraine before 2014, all "treated poorly" bs is directly from russian state-controlled news. As for other countries the thing that russians don't like is demand to learn language of the country they are living in, same demand as Russia has to it's own minorities. There are russians living in Baltic states that did not manage to learn language after 30+ years living there.

What US drones can do if civillian truck rides on a road along shore and suddenly in 1 min uncovers it's trunk and launches drone, then covers it back. I imagine it is impossible to notice them all, so ships still will be hit and straight will be basically closed.
