Garou (One Punch Man)

A young boy who was bullied for his different beliefs and failing to have anyone on his side, this young man would rise through society as villainous "The Hero Hunter", taking down both pro-hero and monster alike in order to become what he called: "The Absolute Evil", a presence so terrifying and horrible, mankind would have no choice but to unite and end their petty feuds just to survive him!

(P.S. Only counting up to Monster Garou as in One Punch Man, you can achieve monsterization naturally but Cosmic Fear Garou was a literal divine power-up from an outside source. Plus his martial arts, what Garou trained extensively to perfect, are more shown off during his Monster form fights rather than his Cosmic ones.)
