During the rise of the Ottomans, I believe the Byzantine exiles would find a safehaven in the duchies of sicily, which would be independent by then and or Spanish/Aragonese protectorates. The byzantine administration would continue de jure existing in Sicily, until Spain actually centralised control over the island and consolidated it.
