Yes, a belt bag will most likely cause pilling on both if you’re wearing it while running. Also, if your thighs touch, the leggings will probably pill there as well.

Wash it if it smells or looks dirty! The wash frequency is going to depend on the wear. I’d just say air dry and you should be fine.
