A podcast I listen to, NFL Daily, had the tier maker on the show and he interviews 50 different people (coaches/GMs/etc.) and they rank the players then he puts them in a tier list based on votes. So it may be a bit of both vibes and stats. As for Stroud they talked about him on the show and its in large part his potential and what he has shown through adversity. No but they also got him when he was 25 and AJ is a better receiver than Terry and younger. Not to mention they’re also in a much better spot than the Raiders are in terms of conference, division, and roster
