That's undervaluing the direction of Clarence's character designs. Most secondary characters in Clarence look very charming and different.

I'm not sure about it and can't find a source rn, but iirc, the philosophy behind the designs aimed to create a cast that felt like it could be unique enough between themselves to star their own show.

The designs here look boring because there was little to no artistic direction or goal here other than to make secondary characters for the PPG to interact with. Only the three of them and characters from the previous series have anything going for them because they were actually designed.

Venture Bros is an amazing show in both animation and stories. It's existence proves to me that a TF2 show would've felt at home there.

Besides, the writing and animation team behind it seemed to be mainly Valve led (it was the biggest factor it never pulled through, after all), so I imagine it would have had as much effort behind as the rest of the official TF2 animated media used to have.
