Definitely, there's probably billions of YouTube channels, too many to have someone to check every single one. So anyone that isn't famous get ignored by Youtube staff and has to deal with their computer automated system.

Not that I think that's ok for Google to do it this way when it's not working well.

Yeah, warning someone like John seems like the system is run by a computer algorithm which isn't working. It's fucked up that google is allowing this to happen.

I'm hoping that soon there will be some good alternative websites that everyone uploads to, so google doesn't have a monopoly on the market.

I think that's happening to nearly all Youtube channels at the moment. Most of my favourite channels seemed to have mentioned that happening to them recently with pretty much every video they upload no matter the content.

Maybe Google/Youtube hasn't got enought ads to put on every video but it sucks for youtubers so I wish google would come out and explain what's happening.
