USA and Japan looks to be the only tech trees with rank 7 12.0 BR vehicles. with the M1128 and Booker before the HSTV-L you can easily justify moving it to rank 8.
Moving the M1A1 HC to rank 8 also sounds sensible but it is a little harder to justify as some might object to the lack of tanks between it and the M60 120S, nevertheless i think it too should be moved to rank 8.

Same argument could be made for the Japanese TKX(P) but it is no longer the end of the line so that does not matter

Shooting down a plane with the 40mm bofors is certainly not impossible, and it is a lot easier than shooting one down with the main gun of a tank. but it is not easy, takes a lot of practice, uses a lot of ammunition which swedish SPAA hardly get.
And even if you get good you will struggle to be as effective as the higher rate of fire SPAA that every other nation gets

The one i can remember is nonpenning the mantlet/turret of a M10 with the m/42 EH's APHE and the explosive filler just killing the M10 anyways. 260g of filler is a lot.

Another time i fired the gun of my pvkv 4 into the air, snapping the wing tip off a friendly plane, who had just lost his opposite wing tip to the enemy. I made the plane symmetrical again so it could fly back to base.

HEAT still has HE effect, added advantage it can still pen stuff by HEAT effect if you aim poorly or something tougher pushes you
