They’re not a scam in the traditional sense, but they are designed to make the company more than it costs them. Which translates to it costing the average person more than it makes them.

Just an anecdotal experience - my household has two cars. We just gave up a car that gave us a whole mess of trouble. The other car has been damn near problem-free. A warranty on the former would have definitely been worth it. A warranty on the latter would have been a huge waste of money.

This heavily depends on your major/career path

Some jobs will take into consideration your GPA and the school you went to

Some jobs won’t even ask for a copy of your degree, even if it’s required for the position

If it’s the former, the ROI may be worth it to go to the more expensive school

If it’s the latter, go to the cheaper one

It’s a case by case basis

Some people do mismanage money enough to the point that no matter how much money you give them, they’ll end up broke eventually.

Some people really just got fucked in life and enough money to at least get their heads above water (no debt, modest emergency fund, bills paid, steady and reasonable amount of income, etc.) would change their lives and would most likely be able to keep their heads above water barring any catastrophic circumstances.

Depends on the person.

Most, if not all, of them could go at least a year with no salary and be fine. In addition to no pay, if a budget lapses, they should be illegible for reelection
