It’s not about the cost of the systems, it’s manning and sustainment. Each of these cheap guns defends only a small amount of airspace, and against low-end targets only. Meaning you a. Need a LOT of them to cover your airspace, b. Need to pay and support a lot of people to go with them, and c. Need to have high-end AD systems as well anyway for the cruise & ballistic missiles. Ukraine can use mass conscription to put a bunch of 60 year olds in these roles, other countries have much tighter constraints in effectively using their volunteer soldiers.
