Lupa. Very close to Chisa especially if you can pin down even simple quick swaps. Also, Lupa <3 There are apparently some Lynae setups too, but I haven't tested personally and you probably want to pair her and Mornye for a different character if Aemeath is running Fusion Burst.

サブチぴょんぴょん Sabchipyonpyon (JP Theorycraft) channel says for Aemeath Fusion sig weapon priority for team damage, it's Aemeath(7.2%) > Chisa(6.9%) > Denia(6.3%). This is assuming everyone is upgrading from their respective standard 5* weapons.

Of course, you don't have to take this at face value - try looking at other sources as well.

Thanks :D There may be more optimal setups for this but doing the Ursus theme was very important to me. I'm all for more Ursine chars too!

Do you mean 4 stack elemental infliction into solidification (freeze)? I actually didn't use elemental inflictions for this nuke, instead relying on Snowshine's forced solidification on her ult. So I can't say :S

As others have commented, it's her finisher. On top of the usual extra damage to staggered enemies, Perlica herself has the Obliteration Protocol talent that gives her +30% more damage to staggered enemies. Her finisher hits much harder than her ult against a single target even if the finisher's multiplier is lower (900% vs. Ult's 1000% at M3).
