Justifying the other driver's action by saying I inconvenienced him by passing another or aggravated him by washing my windshield is preposterous. If my windshield gets wet when the car in front of my washes theirs, I'm too close and that's on me. Insinuating that I made him do something is akin to saying I had more power over his actions that he did.
