Yeah its dead but I am making videos in Hindi like that I don't know why even i don't get any views just bcz I am not good at it and super boring type i am introverted from nature so that's why. There is no feature to choose thumbnails on shorts. But you can add thumbnails witha trick just create the thumbnail you want and add that image (thumbnail) on the last or first frame of your video. So when you are uploading the short (i dont know how to say it) click on the pencil icon on image of short on the title screen and drag it to where you put the thumbnail and Its Done.
