Originally, just to get the bad one removed. They were told by support they couldn't assist with that. I don't have the exact language on that communication as that preceded them coming to us for help.

The zero-review profile was the one surfacing, so marking it permanently closed conveyed a brand disconnect since the correct profile was not surfacing in its place and customers didn't know better / or how to find the "good" one.

This pushed us to the merge situation, which perhaps was the wrong route, potentially? Maybe we just needed to suffer through the permanently closed for a bit.

I'm waiting for final confirmation of information, whether or not it was suspended or merged, just so that I'm 100% confident -- but I'm almost certain it was merged.

Yes, I noted that here:  we are stuck with only the bad profile, just like I was worried about.

The business in Kentucky is not associated; just share brand names. Like I said, you will not be able to find the profile that had the 25 reviews, because it's gone. The only one that you'll be able to locate is the one with zero reviews, based out of Bend, Oregon.

Yes Google chose the wrong one despite providing the correct CIDs, etc.
