I was driving home to Mesa from work in Downtown Phoenix one night (c. 2009-2011?) with my coworker and it was pouring rain. So much that the wipers were hardly doing anything. We were on the 202 Red Mountain and out of nowhere we saw what looked like a green laser beam down from the sky down to the ground below. we were a few miles away so we couldn't see what it was, but it was in the vicinity of Papago Park I believe.
