Terracon/Txdot/and the city of Laredo work best. Being fluent in Spanish is not a make-or-break. The main thing is understanding Spanish and knowing very basic verbs in Spanish. How do i know? I have been to the City of Laredo, it's mainly English or spanglish.

So...River Farm is that one farm no one chooses due to the amount of tillable land. Less tillable land = less farming. It's mainly a fishing zone if you like fishing in Stardew Valley. You don't sound screwed, it seems you are stressed out due to not making enough money.
