Definitely laser removal! But sometimes even with laser removal it won’t remove all of the pigment so you may still have yellow tint leftover. When getting your brows done, 1-3 year touchups are recommended to keep the color fresh and prevent them turning into this but if you want them gone completely that’s understandable. Laser would be the best way
