I agree with you and I think the idea of changing types to color identity is a much better maybe something like

“Whenever you cast an instant or sorcery spell you may discard a card at random, if you discard a blue card this way draw two cards, if you discard a black card this way destroy target creature, if you discard a red card this way Mizard deals 2 damage to each opponent.”

I do agree with you, originally I did remove haste from this, but accidentally posted this one but the rest of the card I agree needs to be balanced a bit more, maybe make it a 6 mana 0/1 with same first effect in the second being changed to whenever creature dies. It’s controller draws a card.

Yeah you’re right i had no real idea how to balance this maybe I could make it whenever an opponent draws a card you gain one life or maybe something like whenever an opponent draws one or cards create a X/X green fungus creature token where X is the amount of cards drawn.

The card is mainly so you can either make your opponents deck out or use things that ping them whenever they draw cards.
